Homicide detectives conducted a thorough investigation and identified and determined Santiago Rivera, a 19-year-old resident of the City of Signal Hill, was responsible for the murder of Jimmy Ray Hawkins Jr. and the attempted murder of a female adult.

On July 21, 2022, Homicide detectives conducted an arrest operation associated with an unrelated murder that occurred on June 3, 2022. As a result, Santiago Rivera was arrested and booked as charged. During the investigation, detectives discovered incriminating evidence connecting Santiago to the murder of Jimmy Ray Hawkins Jr. and the attempted murder of a female adult. Earlier today, detectives presented their case to the Los Angeles District Attorney’s office for filing consideration who subsequently charged Rivera with one count of murder and one count of attempted murder. His combined bail for both murder incidents was set at $6,000,000.

At this time, detectives believe the motive to be gang-related and was not related to the incident that occurred on June 3, 2022; however the investigation remains ongoing.
