Sukut Construction, one of the nation’s leading heavy civil contractors, is proud to announce the promotions of three long-tenured team members into key leadership roles: Jorge Becerra as Vice President of Environmental, John Peña as Vice President of Public Works, and Kimmy Phipps as Vice President of Private Works. These promotions reflect Sukut’s continued investment in leadership development, long-term client partnerships, and operational excellence across its core markets.

Jorge Becerra began his career with Sukut as an intern in 2014 and joined the team full-time the following year. He steadily progressed through the ranks to project manager, where he led major environmental efforts for both public and private clients throughout California. With over a decade of industry experience, Becerra brings a strong blend of technical skill, client service, and operational focus to his leadership role. In his new position, he is responsible for guiding the division’s strategic growth, expanding into new regions, and mentoring engineers and project managers. His leadership continues to shape the delivery of complex environmental infrastructure, including landfill development, disaster recovery, and environmental remediation.

John Peña also started his journey at Sukut as an intern, joining in 2011. After transitioning to a full-time role, he was promoted to project manager in 2015, managing large-scale heavy civil infrastructure projects for public agencies across the state. Now serving as Vice President of Public Works, Peña oversees all planning and execution activities within this market. He brings more than 15 years of hands-on experience, with a reputation for fostering collaboration, building trust, and driving performance in the field. Under his leadership, the Public Works team continues to deliver on some of the most challenging and high-impact projects in California.
Kimmy Phipps joined the company as a summer intern in 2006. After completing her education, she assumed a full-time role as a project engineer and, in 2014, advanced to the position of project manager. Over nearly two decades, Phipps has led a wide range of public and private works projects, gaining deep expertise in estimating, coordination, and project execution. In her new role, she supports business development efforts, guides project teams, and contributes to the company’s strategic direction in residential and commercial development. Known for her approachable leadership style and mentorship, Phipps plays an important role in shaping the next generation of Sukut leaders.
