Irvine City Council names Sean Crumby as new City Manager

The Irvine City Council has unanimously approved Sean Crumby as Irvine’s seventh City Manager, effective immediately. The appointment was made at its October 28 meeting. 

“Sean has demonstrated strong leadership, sound judgment, and a deep commitment to the City of Irvine,” said Mayor Larry Agran. “He brings a results-driven approach to leadership, focused on delivering high-quality projects and meaningful outcomes for our community. The Council has full confidence in his ability to guide Irvine forward with the professionalism, innovation, and integrity that define our organization. We look forward to continuing to work closely with him as we advance Irvine’s vision for the future.” 

Mr. Crumby brings nearly three decades of executive leadership experience in municipal government, including more than 17 years in director-level and executive roles. Before serving as interim City Manager in Irvine, his previous roles included Director of Public Works for the City of Huntington Beach; Assistant City Manager and Public Works Director for the City of Seal Beach; and multiple leadership positions in Long Beach, including Deputy General Manager of the Water Department and Bureau Manager of the Energy Resources Department. He is a registered Civil Engineer and holds a Bachelor of Science in Civil Engineering from the University of Nevada.

It’s an incredible honor to help lead this great city, one that continues to set the standard for innovation, sustainability, and quality of life.” 

Since joining the City of Irvine in 2023, Mr. Crumby has played a pivotal role in shaping the City’s infrastructure and sustainability efforts. He was initially appointed as the City’s first Director of Project Delivery & Sustainability, where he oversaw Irvine’s expansive Capital Improvement Program, managing approximately $100 million in projects annually, as well as environmental programs and the implementation of Active Transportation Program initiatives. In December 2024, Mr. Crumby was promoted to Assistant City Manager – Great Park/External Operations. In this capacity, he led the development of the Great Park while continuing to oversee the City’s public works, transportation, and sustainability operations. 

Sean has been married to his wife, Clarice, for 21 years. In their spare time, they enjoy spending time with their puppies, Finchley and Brixton, and traveling. 

Sean Crumby will become Irvine’s seventh City Manager. The first City Manager, William Woollett Jr., served from 1972-1989, followed by Paul Brady (1990-1999). Allison Hart (1999-2005), Sean Joyce (2005-2018), John Russo (2018-2020), and Oliver Chi (2021-2025).
