Cypress Council approves purchase of house next to pump station

At its regular meeting on Monday, February 13, the Cypress City Council approved the purchase of a house at 5121 Myra Avenue as part of a capital improvement project to replace Myra Pump Station Number 1. The location is just east of the Boys & Girls Club at the intersection of Myra Avenue and Moody Street:

The blue line north of Myra Avenue in the map above indicates the location of Carbon Creek Channel, the major flood control channel for the area.

The residential area was built below the level of Carbon Creek Channel. To prevent flooding, storm water must be pumped into the Channel, which empties into Coyote Creek. Here is the tributary area of Pump Station Number 2:

According to a staff report, the existing pump is more than sixty years old and does not meet current flood protection standards. After an initial evaluation, staff determined that the best design to replace the existing pump would require purchasing the neighboring property at 5121 Myra Avenue.

Late last year, the owner of the neighboring property told the City that he would willing to sell the property. After purchasing the property for $830,000, the City will allow the former owner to remain onsite until March 20.

Purchase of the property will result in a net savings of $650,000 over replacement alternatives.

Project design will move forward in fiscal year 2024-2025. Construction is scheduled for fiscal year 2025-26. Because construction is at least two years away, the City may rent out the property for the short term, resulting in further project cost savings.
