In 2020, the California Highway Patrol’s (CHP) Southern Division Investigative Services Unit (ISU) personnel identified a street racing promoter who illegally signed off over 250 citations that were issued during street racing operations in Los Angeles and Orange Counties. The promoter signed off the citations for profit and used the names of various current and retired law enforcement officers.
In August 2022, CHP Southern Division ISU personnel arrested the promoter and served a search warrant on his residence. The investigation was presented to the Orange County District Attorney’s (OCDA) office, who filed the following felony violations: 33 counts of section 115(a) Penal Code- Attempt to file/forged instrument to a public office; and one count of section 664(a) / 115 (a) Penal Code – Attempt to procure or offer false or forged instrument for record. Evidence seized from the suspect identified 27 residents in Orange County that paid the promoter to signoff their citations.
On December 6, 2022, CHP Border Division ISU, with the assistance of Southern Division ISU, conducted an arrest warrant sweep of the 27 individuals identified in Orange County, and arrested all 27 wanted. The 27-person arrest warrant operation is the culmination of a two-year investigation.
Street racing is always illegal and extremely dangerous. Participants and onlookers could be killed or seriously injured because of street racing activities. The CHP actively investigates street racing incidents and will seek criminal prosecution whether it be misdemeanor or felony charges against all participants; drivers and those who assist the racers.
The public’s assistance is essential to stop street racing. Anyone who has information on future or past races should advise their local law enforcement agency or CHP immediately.
