SAPD police officers, along with Orange County Fire Authority (OCFA), responded to the scene and located the pedestrian, identified as Ivan Frausto (50) of Santa Ana, lying unresponsive in traffic lanes. Despite life-saving measures, Frausto was pronounced deceased at the scene by OCFA.
