Santa Ana Councilman Penaloza to Chair the OC Toll Roads’ Board of Directors

The City of Santa Ana is proud to announce Councilmember David Penaloza’s unanimous appointment as Chair of the Transportation Corridor Agencies/San Joaquin Hills Transportation Corridor Agency (SJHTCA) Board of Directors, commonly known as The Toll Roads.

This milestone marks the first time in nearly 40 years that a Santa Ana representative has chaired the agency.

As Santa Ana’s representative to the TCA, Chair Penaloza plays a key role in overseeing and guiding the management of Orange County’s toll road network.

With over 25,000 Santa Ana account holders using The Toll Roads (approximately 30% of households), ensuring our residents have strong representation is essential.

The City of Santa Ana congratulates Chair Penaloza on this historic achievement and representative leadership of the City of Santa Ana in advancing regional transportation initiatives.

Penaloza represents Ward 2 on the Santa Ana City Council. He is running for the 68th Assembly District next year with the support of the incumbent in that seat, Assemblyman Avelino Valencia.
