The City Council this week received and filed the quarterly report on contracts approved by the city manager or by department heads.
This was a Consent Calendar item. Consent items are approved collectively, without discussion, unless pulled for individual consideration. Nothing was pulled from this week’s Consent Calendar.
“The City Manager has the authority to approve and execute contracts up to the amount of $40,232,” according to the staff report by City Clerk Gloria Harper.
“Seal Beach Municipal Code Section 3.20.005 authorizes the City Manager to delegate spending authority to Department Heads. For departments other than the Director of Public Works and the Director of Finance/City Treasurer, this authority shall not exceed $15,000 per purchase or contract,” Harper wrote.
“For the Director of Public Works, the limit is established per the City’s Charter Section 1010,” Harper wrote. On June 24, the council increased the Public Works director’s bidding limit to $40,840. “For the Director of Finance/City Treasurer, other than for Finance Department expenditures which are set at $15,000, there is additional authority to authorize purchases for City Departments up to the City Manager’s established contract signing authority,” Harper wrote.
Below are the contracts, in order of agreement date, department, vendor, amount, purpose, and expiration date.
Contracts
On April 15, 2024, Public Works Director Iris Lee approved increasing the contract with Silsby Strategic Advisors Inc. by $5,000 from $35,000 to a maximum of $40,000 for the second amendment to strategic support services. The contract expired on June 30, 2024.
On April 18, 2024, Public Works approved a contract with SPMR, LLC for $9,838 for computer software- smart
phone water meter data application (an annual subscription). Expires April 18.
On May 1, 2024, Community Development Director Alexa Smittle approved a contract with Economic and Planning Services for $26,250 for “A Nexus Study to Support a New Development Impact Fee Program for Park and Community Services in Seal Beach.” Expires May 1, 2025.
On May 1, 2024, Finance Director Barbara Arenado approved increasing the contract with The Lew Edwards Group by $22,000 from $16,250 to a maximum $38,250, for the first amendment to assessment advisory services. Expires Aug. 30, 2024.
On June 7, 2024, City Manager Jill Ingram approved a contract with JL Group LLC varying amounts up to $25,000, for administrative investigative services. Expires Oct. 1, 2024.
