The California Work Opportunity and Responsibility for Kids (CalWORKs) program provides cash assistance and employment services for low-income families with children.
In an earlier analysis, we introduced a new method for estimating CalWORKs take-up across the state.
In this brief, we examine how CalWORKs eligibility and take-up rates vary between different economic and demographic groups.
In general, we find that groups which historically have relatively high poverty rates are more likely to both be eligible for and enroll in the CalWORKs program.
Consequently, the groups which have the lowest CalWORKs take-up rates include adults who are currently employed as well as those with at least some college education.
