City of Cypress issues Request for Qualifications for firm to draft changes to implement Housing Element

The City is seeking proposals from qualified firms to draft specific plan and Zoning Ordinance amendments to implement the 2021-2029 Housing Element. The City is in the final stages of updating its Housing Element and anticipates adoption of the 2021-2029 Housing Element in Spring/Summer 2022. This project includes drafting amendments to the Zoning Ordinance, Lincoln Avenue Specific Plan (LASP), and Cypress Town Center and Commons 2.0 Specific Plan (CTCC) to implement the City’s rezone program to accommodate the RHNA; modernization of the LASP; development of objective design standards; and, development of an administrative review process for multifamily development. Section II provides further details on the required project elements. The City’s Draft 2021-2029 Housing Element and Technical Report are posted on the City’s website:

The City has contracted with LSA Associates for preparation of an Environmental Impact Report for the project. Beyond consultant coordination, environmental review should not be included in the submitted proposals.
